Harrisburg, PA – November 1, 2018 – Yesterday, Cannabis Law PA submitted comments in response to the FDA’s request for information regarding the “abuse potential, actual abuse, medical usefulness, trafficking, and impact of scheduling changes on availability for medical use” of cannabis. Throughout its comments, Cannabis Law PA “encouraged the FDA to recommend that the World Health Organization (WHO) ease international restrictions on the cannabis plant, including cannabis plant and resin, extracts and tinctures of cannabis, delta-9-tetrahydrocannabinol, and stereoisomers of tetrahydrocannabinol.”
These comments will be considered in preparing a response from the United States to WHO regarding the abuse liability and diversion of these drugs. WHO will use the comments from Cannabis Law PA and others when considering whether to recommend certain international restrictions be removed on cannabis.
In its comments, Cannabis Law PA cited to the growing cultural and scientific support for cannabis as a treatment for serious medical conditions, as well as the “Catch-22” effect caused by current international scheduling, noting that such restrictive international scheduling for cannabis actually stymies the research necessary in order to determine whether cannabis would be a useful medication for certain conditions. Cannabis Law also noted that such restrictions are not necessary for safety or research when “countries will remain empowered to regulate the research, distribution, possession, and use of cannabis.”
Cannabis Law PA concluded by urging the FDA “to recommend the modernization of international drug conventions to reflect and support current scientific research regarding the medical efficacy of cannabis as a treatment for patients suffering from serious medical conditions.”
